Things to try:

• Search plugin descriptions instead of their titles by adding "description:" to the start of the query. E.g. "description:permissions"
• Make sure the plugin is available on dev.bukkit.org.
• Check the spelling of your query. Note that queries are not case-sensitive.
• If a plugin is part of a pacakge (e.g. the 'EssentialsChat' plugin is part of the 'Essentials' package), search for the package name instead.
